Background and Project Objective
Tung Chung is developed into a new town in phases. Phase 1 development of Tung Chung New Town formed an important part of the Government's Port and Airport Development Strategy, providing a community to support the airport at Chek Lap Kok.
An important feature is the separation of the Tung Chung New Town from the Chek Lap Kok Island by a sea channel and an existing knoll as a natural noise barrier.
Development of the New Town started with the town centre, which comprises residential and commercial developments together with the necessary government, institutional and community facilities. Water treatment works, sewage treatment works and refuse transfer station have been built at Siu Ho Wan.

Tung Chung Development Phase 1
Tung Chung Development Phase 1 was an Airport Core Programme project completed in 1997. It was targeted to accommodate a population of 18,000.
Phase 1 engineering works comprised site formation, dredging of a fairway, construction of roads and drains including a second sea channel bridge linking the new town with the new airport, and construction of sewage treatment facilities including a pumping station, sewage outfall and treatment works. Phase 1 engineering works were completed in January 1997.

Tung Chung Development Phase 2
The reclamation works for Phase 2A development were completed in January 1997. Construction of the associated infrastructure commenced in May 1997 and was completed in May 2000. Phase 2B engineering works comprising site formation and infrastructure commenced in November 1996 and were completed in February 2001. Tung Chung Development Phase 2 could accommodate an additional population of 69,000 according to originally planned land uses.

Tung Chung Development Phase 3A
The reclamation works for Phase 3A development commenced in March 1999 and were completed in April 2003. The works comprised reclamation of 26 hectares of land using public fill, construction of 1.5km of seawall and extension of existing drainage culverts. Capacity of associated infrastructure will be reviewed in due course to tie in with the population intake of the development. Upon completion, Phase 3A development will accommodate a population of 22,000.

Tung Chung New Town Extension
The overall objective is to extend Tung Chung into a distinct community which can meet housing, social, economic, environmental and local needs. The Tung Chung East reclamation works commenced in 2017 were substantially completed in January 2023. The site formation and infrastructure works of Tung Chung New Town Extension are in progress to facilitate the first population intake in 2024/2025.
