As a further step to expedite underground space development, the Chief Executive pointed out in his 2014 Policy Address that the Government was preparing a pilot study covering four selected Strategic Urban Areas (SUAs), namely Tsim Sha Tsui West, Causeway Bay, Happy Valley and Admiralty/Wan Chai. We commenced the "Pilot Study on Underground Space Development in Selected Strategic Urban Areas – Feasibility Study" in June 2015 to evaluate the opportunities and challenges of underground space development in the four SUAs for creating space, enhancing connectivity and improving the urban environment. We will identify suitable underground space development projects in the SUAs for preliminary planning and technical assessments, with a view to achieving early implementation. The Study will also carry out public engagement and consult relevant stakeholders.
