Briefing Session for Programme Management Services for Kwu Tung North/Fanling North and San Tin Technopole and Project Delivery Strategic Advisory Services

As announced in the 2024 Policy Address, the Northern Metropolis (NM) is the new engine of Hong Kong's economic development. We will expedite the implementation of economic and housing-related projects while maintaining a prudent fiscal position. Kwu Tung North / Fanling North New Development Areas (KTN&FLN NDA), one of the major on-going projects of NM, is in full swing, whereas the site formation and infrastructure works for San Tin Technopole (STT) is targeted for commencement by end 2024. In view of the mega scale, complicated interfaces and tight delivery schedule of these projects, Civil Engineering and Development Department (CEDD) has identified the need to procure a specialised consultancy for Programme Management Services for these two projects through setting up a Programme Management Office (hereinafter referred to as PMO for the consultancy service) to support the project team in handling day-to-day programme management issues.
Apart from the PMO for KTN&FLN NDA and STT projects, CEDD has identified the need to procure another consultancy to assume the role of Project Delivery Strategic Advisor (PDSA) who would provide strategic advice to the senior management in Headquarters of CEDD in the course of delivering various major projects. Unlike PMO which would focus on programme management for specific projects, PDSA shall provide strategic advice for projects at departmental level with cost management initiatives as the area of focus.
CEDD plans to invite expression of interest (EOI) from interested consultant firms for PMO and PDSA in end 2024 and early 2025 respectively. While PMO and PDSA are new to public works projects, the invitation of EOI will be extended to consultant firms from both local and overseas who possess relevant experience.
To facilitate preparation of the EOI, a briefing session in hybrid mode will be held on 30 October 2024 (Wednesday) at 16:00 (GMT +8). Interested consultant firms from local and overseas, either bidding as sole consultants, joint venture partner or sub-consultants, wishing to join the briefing shall complete the Briefing Session Registration Form (download here) and return it by email to nm_delivery@cedd.gov.hk on or before 25 October 2024 (Friday).
