Explanatory Notes
  1. Pursuant to section 6 of the Dangerous Goods Ordinance, Cap. 295, Laws of Hong Kong, no person shall manufacture, store, convey or use any Schedule 1 dangerous goods (explosives) except under and in accordance with a licence granted by an Authority under the Ordinance. Apart from conveyance of explosives at sea and discharge of fireworks, the Authority for issuing such licences is the Commissioner of Mines (CoM). To safeguard the public, the CoM will only grant a licence to a person (or a company) for approved explosives.
  2. Explosives, which are pyrotechnic special effects materials (PSEM), manufactured for creating special visual and sound effects for entertainment purposes are controlled under the Entertainment Special Effects Ordinance Cap. 560. These PSEM are listed separately in a register maintained by the Entertainment Special Effects Licensing Authority, and are not included in this List.
  3. For explosives under the "Ammunition" heading in Part II of the List, CoM regulates their conveyance and storage by Conveyance Permit and Mode B Store Licence issued under Regulations 22(1) and 82 of the Dangerous Goods (Control) Regulations Cap. 295G. Possession, dealing, storage, conveyance, and use of such explosives are also subjected to the control under the Firearms and Ammunition Ordinance Cap. 238.
  4. The following abbreviations are used in this List:
     HCC : The Hazard Classification Code which comprises the Hazard Division and the Compatibility Group assigned to dangerous goods under the United Nations classification system.

     UN No. : The serial number assigned to dangerous goods under the United Nations classification system.

     Proper Shipping Name : The hazard properties and the composition of the dangerous goods under the United Nations classification system.
