The terms of reference of the Marine Fill Committee are:
- To report to, and seek guidance/steer on any major development policy issues from, the Secretary for Development on the management and use of marine fill reserves, management and operation of disposal facilities for dredged/excavated sediment.
- To liaise with the Public Fill Committee and co-ordinate with all Government, quasi-Government and major private sector project proponents to identify:
- the demand for marine fill materials, and
- the marine disposal requirement.
- To formulate strategies for
- the supply of marine fill,
- the minimisation of disposal of dredged/excavated sediment, and
- the provision of marine disposal facilities.
- To identify marine fill resources to meet demand.
- To liaise with the Public Fill Committee and make decisions on the conservation, allocation and utilisation programme of marine fill resources with due regard for development priorities, environmental acceptability and the overall effectiveness.
- To identify marine disposal capacity to meet demand.
- To establish and manage facilities for marine disposal of dredged/excavated sediment.
- To submit half-yearly reports to the Committee on Planning and Land Development (CPLD) on the management and use of marine fill reserves, management and marine fill issues including operation of disposal facilities for dredged/ excavated sediment and refer to CPLD on any major issues which cannot be resolved by the Committee.
The membership of the Marine Fill Committee is:
Chairman : Director of Civil Engineering and Development or his deputy
Representative (D2 level or above for works departments, and D1 level or above for other departments/bureaus) of:
- Secretary for Transport and Logistics
- Secretary for Development - Works Branch
- Director of Agriculture, Fisheries and Conservation
- Director of Drainage Services
- Director of Environmental Protection
- Director of Highways
- Deputy Head of CEO (Projects and Environmental Management), CEDD
