To support our vision of being a leading organisation engineering the development of Hong Kong, the Civil Engineering and Development Department maintains an Integrated Management System complying with the requirements of ISO 9001 and ISO 14001. We incorporate quality and environmental considerations to all aspects of our projects and operations. We are committed to:
- Striving for engineering excellence.
- Complying with applicable legal and other requirements.
- Creating a safe, green and sustainable environment.
- Partnering with the community in infrastructure development.
- Monitoring the performance of our consultants and contractors to ensure their compliance with our requirements.
- Preventing pollution and mitigating potential environmental impacts arising from our projects and operations.
- Observing the principles of reduction of consumption, reuse and recycling of resources wherever practicable.
- Building a caring and motivating working environment for staff.
We achieve continual improvement through regular review of the effectiveness of our Integrated Management System as well as its Objectives and Targets.
CEDD is committed to ensuring the safety and health of all persons involved in our construction works and anyone else who may be affected by our works. Our commitment to safety and health is enshrined in one of our mission statements, namely "Creating a safe, green and sustainable environment".
We keep to achieve an overall high standard of site safety. Our overall accident rate in 2023 was 0.10 accidents per 100 000 man-hours worked. Although this figure is below the prevailing limit of 0.6 set by the Development Bureau, we continue our effort to further enhance site safety.
One of our focuses is to strengthen the site safety culture at all ranks of our colleagues and partners. For example, we conveyed the message of our core values "Site Safety No Compromise" through the "Safety Stand-down Workshop" engaging the senior management of CEDD's consultants and contractors in June 2023 and a "CEDD Site Safety Forum 2023 cum Construction Site Safety Award Presentation Ceremony" in November 2023. Over 500 participants of CEDD colleagues, consultants and contractors had attended these events. We promote improvements to training of frontline workers through e.g. morning briefing. Our directorate staff attended the morning briefing regularly to ensure the quality.
We always encourage our contractors to participate in various safety and health promotion campaigns and competitions. In the 29th Considerate Contractors Site Award Scheme, 12 CEDD contracts received a total of 30 awards including 1 Gold Award, 2 Silver Awards, 3 Bronze Awards and 24 Merit Awards.
In the 22th Hong Kong Occupational Safety and Health Award, CEDD was recognized with "Safety Culture Award – Silver" and shared the experience of how to promote safety culture on 15 November 2023.
With a view to ensuring that all persons involved in construction activities are competent to perform their respective duties, we have continued to encourage our staff to attend occupational safety and health training courses. On 11 December 2023, Director of Civil Engineer and Development was invited by Construction Industry Council to deliver a lecture for the "CIC Master Class in Safety Leadership Culture" to share his views on how safety culture can be cultivated and maintained, and his leadership experiences in safety and insights.
To upkeep our good safety performance, our top management has been striving to promote initiatives and measures to foster a positive safety culture amongst all our site staff and the employees of our consultants and contractors. CEDD's directorate officers have been conducting caring site visits with the senior management of consultants and contractors on a regular basis, thereby signifying our top management commitment to site safety and caring for our frontline staff. In 2023, our directorate officers conducted a total of over 500 caring site visits.
Furthermore, to encourage the application of smart technologies in CEDD construction sites, we worked with Hong Kong Science & Technology Park (HKSTP) to hold a "Smart Site for Safety Business Matching Event" for our project teams' colleagues to explore and look for opportunities to apply the latest smart solutions in our works sites to enhance site safety management in March 2023. Our works sites have gradually adopted smart site safety systems, including centralized management platform, smart monitoring devices for workers and safety monitoring system using AI camera and CCTV, for fostering site safety supervision.
We would continue to collaborate with stakeholders in promoting and maintaining high safety and health standards on our construction sites in the years ahead.
