The Engineers Academy has been established to consolidate the ongoing talent development initiatives and enhance training in various aspects, with the forward-looking aim of further strengthening the professional competencies of engineers.

The vision of the Engineers Academy is to nurture Engineer Grade officers with strong core competencies, solid professional skills, and a heightened awareness of safety and sustainability issues, enabling them to meet the diverse needs of the construction industry and adapt to its evolving trends.

Current Core Programmes for Engineers

1. Induction Training Programme for Newly Recruited Engineers

The five-day Induction Training Programme for Newly Recruited Engineers is designed to equip participants with the foundational knowledge required for working in works departments, while enhancing their understanding of the management and implementation of works projects.

2. Engineer Talks

To facilitate knowledge sharing within the Engineer Grade and to foster a knowledge-based community, the Development Bureau, Civil Engineering and Development Department, Drainage Services Department, Highways Department, Transport Department, and Water Supplies Department have jointly established the Engineer Talks. This centralised programme of inter-departmental knowledge sharing sessions has been in place since July 2015.

The sessions feature speakers who share valuable knowledge, experience and specialised training in areas relevant to the work of engineers. Through these talks, officers have the opportunity to learn about different areas of professional knowledge and enhance their expertise in the core functions of engineering.

3. Overseas Professional Training Scholarship for Engineers

The Overseas Professional Training Scholarship for Engineers Programme (OPTS) is designed to provide advanced training in specialised knowledge to members of the Engineer Grade. The programme sponsors selected engineers to undertake full-time overseas Master's degree programmes related to the core civil engineering functions of the Government.

New Flagship Initiatives

The new major initiatives include the "Master Talks", the "National Studies Programme for Engineers", and the "Advanced Engineer Capability Building Programme".

1. Master Talks

The Master Talks will be organised regularly to invite distinguished speakers from diverse professional backgrounds, such as retired senior directorate officers of government departments, senior management of major public clients, and leaders in the construction sector, etc. These speakers will share their valuable experience and speak on selected key topics.

2. National Studies Programme for Engineers

The National Studies Programme for Engineers, designed for the Engineer Grade and held at the National Academy of Governance in Beijing, is tailored to keep Engineer Grade officers abreast of the latest developments in Mainland China, current state policies, and areas relevant to infrastructure and sustainable development. The programme also provides a platform for Engineer Grade officers to exchange and share professional experiences with mainland officials and experts.

3. Advanced Engineer Capability Building Programme

The Advanced Engineer Capability Building Programme is a new structured initiative comprising experience-sharing and discussion sessions, designed to equip officers of the Engineer rank with well-rounded skills to handle complex tasks as they progress to higher ranks.

The programme consists of different modules, covering practical knowledge and skills required across several key areas, including project delivery skills, management of consultants and contractors, financial controls, site safety, technological innovation, public engagement and personal development, etc.
