The Civil Engineering Office

The Civil Engineering Office is one of the seven constituent offices of the Civil Engineering and Development Department. It is headed by the Head of Civil Engineering Office who is assisted by three Deputy Heads managing the Port and Land Branch, the Project and Environmental Management Branch and the Housing Branch.

The Port and Land Branch consists of the Port Works Division, the Land Works Division and the Pier Improvement Unit. The Branch is responsible for engineering works mainly in the areas of port and coastal engineering; planning, design and construction of civil engineering works associated with site formation and infrastructural works for supporting housing, columbarium, crematorium and associated developments and reclamation works. The Project and Environmental Management Branch consists of the Fill Management Division, the Special Duties (Works) Division and the Project Unit. The Branch undertakes project management of various kinds of civil engineering projects and specializes in the planning, design and construction of civil engineering works associated with site formation and infrastructure works for supporting housing developments, supporting engineering works for tourism and recreational developments, marine works, public and marine filling, formulation of overall public filling strategy and programme, planning and operation of barging points and fill banks. The Housing Branch consists of the Housing Projects 1 Unit, the Housing Projects 2 Division and the Housing Projects 3 Division. The Branch undertakes engineering feasibility studies, investigation, detailed design, site formation and infrastructure works to support public housing and associated developments.

Port and Land Branch

Port Works Division is responsible for:

  • Planning and implementation of various engineering projects related to marine works (e.g. minor improvement to existing public piers);

    Face-lifting Works at Ma Liu Shui Ferry Pier

    Providing Wave Measurement;
  • Providing Marine Works Advisory Service;
  • Providing Port Maintenance Service; and
  • Various studies on nearshore reclamation
Land Works Division

The Division is mainly responsible for the planning, design and construction supervision of site formation projects and the related infrastructure works, such as road and drainage improvements. It is also responsible for the development and implementation of the Greening Master Plans.

The Pier Improvement Unit is responsible for the planning, design and construction supervision of improvement to public piers.

Project and Environmental Management Branch

The Fill Management Division is mainly responsible for formulation and management of the overall public fill strategy as well as marine mud disposal and marine fill supply strategy, including management of public fill reception facilities, construction waste sorting facilities and mud disposal facilities. The Division comprises seven Sections, each headed by a Senior Engineer. There is a total of about 120 staff working in the Division, of whom about 20 are professional civil engineers.

The Special Duties (Works) Division is responsible for the overall administration, planning, design, construction and site supervision of various kinds of civil engineering projects, including site formation and infrastructure works for public housing developments, supporting engineering works for the tourism and recreational developments, as well as marine works such as improvements to typhoon shelter, etc.

The Project Unit is responsible for the planning and implementation of site formation and infrastructural works, including roadworks, drainage and sewerage works, waterworks, and landscaping works, for supporting housing and associated developments.

Housing Branch

The Housing Projects 1 Unit is responsible for the planning and implementation of site formation and infrastructural works, including roadworks, drainage and sewerage works, waterworks, and landscaping works, for supporting housing and associated developments.

The Housing Projects 2 Division is responsible for the planning and implementation of site formation and infrastructural works, including roadworks, drainage and sewerage works, waterworks, and landscaping works, for supporting housing and associated developments.
